South Dakota Driver's License
Requirements
In South Dakota, driver's licenses are issued by the South Dakota Department of Public Safety (DPS) Driver Licensing Program. The standard non-commercial credential is a Class 1 Operator Driver License. South Dakota operates a Graduated Driver License (GDL) program for drivers under 18: an Instruction Permit at 14 (with parental consent — among the youngest in the U.S.), a Restricted Minor Permit at 14.5 (with restrictions on hours, passengers, and area), and a full Class 1 Operator License at 16. South Dakota does NOT require Driver Education, but Driver Ed completion qualifies for an insurance discount. South Dakota is among the most permissive states for early licensing, reflecting its rural-heavy population. SD DPS issues federally-compliant REAL ID licenses (the gold star) — required to board domestic flights starting May 7, 2025. Driver Licensing offices operate at 23 Exam Stations across the state, including specialized rural-Friday-only locations.
Requirements Overview
Must be a South Dakota resident. The DPS Driver Licensing Program requires two documents proving South Dakota residency. New residents from another state must transfer their out-of-state license within 90 days of establishing residency. South Dakota does NOT issue licenses to undocumented immigrants — proof of lawful presence is required.
Required Documents
Bring original documents only — photocopies are not accepted. Verify the complete current list at the official South Dakota DMV website.
- Proof of identity and U.S. citizenship or lawful presence (U.S. passport, U.S. birth certificate, certificate of naturalization, or valid permanent resident card)
- Social Security number — SSN card, W-2, 1099, or paystub showing the full SSN
- Proof of name change (marriage certificate, court order, or divorce decree) if applicable
- Two proofs of South Dakota residency (utility bill, bank statement, lease, or current SD vehicle registration in your name)
- Parental/guardian consent signed in person at a Driver Licensing Exam Station — required for applicants under 18
- Driving Log signed by parent confirming 50 supervised hours (10 at night)
- Vehicle for road test with valid SD registration and proof of insurance

Step-by-Step Guide
Follow these steps to get your South Dakota driver's license. Steps may vary based on your age and residency status — always confirm with the official DMV.
Study the South Dakota Driver License Manual
Download the current South Dakota Driver License Manual from dps.sd.gov. The written knowledge test is 25 questions covering SD traffic laws, road signs, severe-weather (blizzard, hail) safety, and the state's Move Over law. You need 80% (20 correct) to pass.
Apply for an Instruction Permit at 14
Visit any South Dakota Driver Licensing Exam Station with your parent/guardian, required documents, and $5 fee. Pass the vision test and the written knowledge test. The Instruction Permit allows driving only when supervised by a licensed driver age 18+ in the front passenger seat.
Pro tip: Some smaller South Dakota Exam Stations operate only certain days of the week (often Wednesday–Friday). Check the SD DPS website for current hours.
Apply for a Restricted Minor Permit at 14.5 or 15
After holding the Instruction Permit for 6 months, applicants 14.5+ may apply for a Restricted Minor Permit. The Restricted Minor Permit allows limited solo driving with restrictions: no driving sunset–6am unless accompanied by a parent/guardian or going to/from work or school. No more than ONE non-family passenger under 18.
Log 50 Supervised Hours (10 at Night)
During the Instruction Permit and Restricted Minor Permit periods, log at least 50 hours of supervised driving — including 10 hours at night — using the South Dakota Driving Log. The supervising driver must be 18+ with a valid license. Both you and your parent sign each entry.
Pass the Skills (Drive) Test at 16
Schedule the drive test through dps.sd.gov. Bring your Instruction Permit, signed driving log, parent consent, vehicle insurance/registration, and a sober adult sponsor. The 15–25 minute test covers parallel parking, three-point turn, controlled intersections, lane changes, and basic city driving.
Receive the Full Class 1 Operator License at 16
Pay the $28 license fee. The Class 1 Operator Driver License is unrestricted from age 16 — South Dakota is unusual in not maintaining post-Class-1 GDL restrictions. Most teens transition straight from the Restricted Minor Permit to a full unrestricted license at 16. Standard 5-year renewal cycle begins.
Renew Class 1 License Every 5 Years
Standard Class 1 renewal cycle is 5 years for $28. Online renewal is available for some cycles via dps.sd.gov; every other cycle requires an in-person visit and new photo. Drivers age 65+ continue with the standard 5-year cycle but vision tests are required at every in-person renewal.
Frequently Asked Questions
Unlike most U.S. states which extend GDL restrictions until 17 or 18, South Dakota issues a fully-unrestricted Class 1 Operator Driver License at age 16. The early full-licensing reflects the state's rural-heavy population, long commutes to school, and family agricultural operations. South Dakota mitigates the early licensing through extended permit holding periods (the Instruction Permit at 14 + Restricted Minor Permit at 14.5) before the full license arrives at 16.
