New York operates one of the more complex DMV networks in the country: state-run DMV offices in New York City and most upstate cities, plus county-run DMV offices in many upstate counties operated by the elected County Clerk as an agent of NY DMV. From the user perspective, both work essentially the same way — but County Clerk offices sometimes have shorter waits than state DMV offices in the same county.
In New York City, the NY DMV operates standalone Driver License Offices in Manhattan, the Bronx, Brooklyn, Queens, and Staten Island. Manhattan's License Express location handles renewals and duplicates without appointment. The full-service Manhattan, Brooklyn-Atlantic, Bronx-Concourse, and College Point (Queens) offices handle road tests, new licenses, REAL ID first-time issuance, and out-of-state transfers — all by appointment.
Across upstate New York, most renewals and routine transactions can be completed online via MyDMV. For new licenses, road tests, REAL ID, Enhanced Driver License (EDL), and out-of-state transfers, an appointment booked online is essential.

Atlantic Center and Coney Island offices handle the borough. Atlantic Center is the larger and more central; Coney Island sometimes has shorter waits.
College Point and Springfield Gardens offices serve Queens. Both are full-service.
The Bronx-Concourse office and the Staten Island (Springville) office are full-service. Bronx-Concourse can have substantial waits during peak times.
The Albany and Schenectady DMV offices are state-run; surrounding counties (Rensselaer, Saratoga, Columbia) operate County Clerk DMVs that often have shorter waits.
Erie County Auto Bureau (operated by the County Clerk) is the main Buffalo office. Niagara, Genesee, and Wyoming Counties also operate County Clerk DMVs.
