Enroll in Driver Education at 14

Iowa requires all applicants under 18 to complete a state-approved Driver Education program before licensing. The program is 30 classroom hours + 6 behind-the-wheel hours. Many Iowa high schools offer Driver Ed; private schools cost $250–$500. The classroom portion can begin at 14 alongside the Instruction Permit.

Study the Iowa Driver's Manual

Download the current Iowa Driver's Manual from iowadot.gov/mvd. The written knowledge test is 35 questions covering IA traffic laws, road signs, snow and ice driving safety, and the state's Move Over law. You need 80% (28 correct) to pass.

Apply for an Instruction Permit at 14

Visit any Iowa DOT driver license station with your parent/guardian, required documents, and $6 fee. Pass the vision test and the written knowledge test. The Instruction Permit allows driving only when supervised by a licensed driver age 21+ (or a parent/guardian/spouse age 25+) in the front passenger seat.

Optional: Apply for a Minor School License at 14.5

After holding the Instruction Permit for 6 months and completing Driver Education, applicants 14.5+ in rural areas (more than 1 mile from school) may apply for a Minor School License. The license permits driving solo to and from school and school-sanctioned activities along the most direct route. Driving for personal trips, work, or socializing is NOT permitted.

Log 20 Hours of Supervised Driving (2 at Night)

During the Instruction Permit period, log at least 20 hours of supervised driving — including 2 hours at night. Iowa's requirement is lower than most states because of the long permit period (12 months minimum). The supervising driver must be 21+ with a valid license.

Hold Permit for 12 Months

Iowa requires a 12-month Instruction Permit period for under-18 applicants — one of the longest in the United States. The clock resets if the permit holder is convicted of any moving violation during the period.

Pass the Drive Test and Receive the Intermediate License at 16

Schedule the drive test through iowadot.gov/mvd. Bring your Instruction Permit, signed driving log, parent consent, Driver Ed certificate, vehicle insurance/registration, and a sober adult sponsor. The 15–25 minute test covers parallel parking, three-point turn, controlled intersections, and lane changes. Pay the per-year license fee. The Intermediate License has restrictions: no driving 12:30am–5am unless accompanied by a parent or with school/work documentation. No more than ONE non-family passenger under 18 for the first 6 months.

Upgrade to Full Class C at 17

On the 17th birthday — or after 12 months on the Intermediate License with no convictions — the license automatically converts to a full Class C Noncommercial Driver License. Standard renewal cycle begins; restrictions lift completely. No additional test or office visit required.
