Delaware Driver's License
Requirements

In Delaware, driver's licenses are issued by the Delaware Division of Motor Vehicles (DE DMV) — under the Delaware Department of Transportation. The standard non-commercial credential is a Class D Driver License. Delaware operates a Graduated Driver License (GDL) program for drivers under 18: a Level 1 Learner's Permit at 16 (with parental consent and concurrent state-approved Driver Education enrollment), and a Class D Driver License at 16.5 (after Level 1 holding period and Driver Education completion). Delaware's GDL is more compressed than most states because the state mandates a comprehensive Driver Education curriculum that begins in the public-school sophomore year. Driver Education is required for all applicants under 18: 30 classroom hours + 7 hours behind-the-wheel. Delaware was among the first states to begin issuing federally-compliant REAL ID licenses (the gold star) — required to board domestic flights starting May 7, 2025. The DMV operates 4 main locations (Wilmington, Dover, Georgetown, and New Castle) — a small footprint serving Delaware's compact geography.

6–12 months for under-18 applicants (mandatory Driver Education + 6-month Level 1 + 50 supervised hours). Adults 18+ typically complete the process in 1–3 weeks.Min age 16+Permit at 16+8 steps8 FAQs

🗺️Step-by-Step Guide

Follow these steps to get your Delaware driver's license. Steps may vary based on your age and residency status — always confirm with the official DMV.

1

Complete Driver Education in Sophomore Year

Delaware uniquely integrates Driver Education into the public-school sophomore-year curriculum: 30 classroom hours during the school year + 7 hours behind-the-wheel arranged through the school. Public-school students complete Driver Ed for free as part of their normal schedule. Private-school and homeschooled students complete Driver Ed at private schools for $300–$600.

2

Study the Delaware Driver Manual

Download the current Delaware Driver Manual from dmv.de.gov. The written knowledge test is 30 questions covering DE traffic laws, road signs, snow and rain-driving safety, and the state's Move Over law. You need 80% (24 correct) to pass.

3

Apply for a Level 1 Learner's Permit at 16

Visit any Delaware DMV location with your parent/guardian, required documents, Driver Education completion certificate, and $23 fee. Pass the vision test and the written knowledge test. The Level 1 Learner's Permit allows driving only when supervised by a licensed driver age 25+ in the front passenger seat — Delaware uses the 25+ supervisor age requirement.

Pro tip: Delaware's 4 DMV locations (Wilmington, Dover, Georgetown, New Castle) typically have appointments within 2–3 weeks. Wilmington is the busiest; Georgetown has the shortest waits.

4

Log 50 Supervised Hours (10 at Night)

During the Level 1 Learner's Permit period, log at least 50 hours of supervised driving — including 10 hours at night — using the Delaware Driving Log. The supervising driver must be 25+ with a valid license. Both you and your parent sign each entry.

5

Hold Level 1 for 6 Months

Delaware requires a 6-month Level 1 Learner's Permit period for under-18 applicants. The clock resets if the permit holder is convicted of any moving violation during the period.

6

Pass the Skills (Drive) Test at 16.5

Schedule the drive test through dmv.de.gov. Bring your Level 1 Permit, completed Driver Education certificate, signed driving log, parent consent, vehicle insurance/registration, and a sober adult sponsor. The 15–25 minute test covers parallel parking, three-point turn, controlled intersections, lane changes, and basic city driving.

7

Receive the Class D Driver License at 16.5

Pay the $40 (8-year) license fee. The Delaware Class D Driver License has restrictions for the first 6 months: no driving 10pm–6am unless accompanied by a parent/guardian or going to/from work or school. No more than ONE non-family passenger under 21. Cell phone use of any kind (even hands-free) is prohibited.

8

Restrictions Lift After 6 Months

After 6 months on the Class D License with no convictions, all GDL restrictions lift automatically. The license becomes a fully-unrestricted Class D Driver License. Standard 8-year renewal cycle begins.

Frequently Asked Questions

Delaware is one of the few U.S. states that fully integrates Driver Education into the public-school sophomore-year curriculum. Public-school students automatically complete Driver Ed (30 classroom + 7 behind-the-wheel hours) during their sophomore year at no additional cost — the program is funded by the state and administered through the schools. The integration means most Delaware teens complete Driver Ed by age 16 without family scheduling effort, and Delaware's teen at-fault crash rates are consistently below the U.S. average.
